This is really a question for KK7B but if anyone else has a completed and working T2 Transmitter then hopefully you can assist.

Assuming that the 5532 chip is OK and that I speak at a 'normal' level what level of signal should I see on the scope at the outputs of U1a and U1b (the first and second microphone amplifiers?

I have not built the circuit, however from the schematic you should have about 4.3 voltage gain at pin 1 and a voltage gain of about 46 minus filter losses at pin seven.
