If an oscillator under test is fed into a delay line which is designed to be
1/4wave and the oscillator output and the delay line output are both fed
into a mixer I think the baseband output would just be the phase noise of
the oscillator.

Am I thinking about this right?

Yes, that matches what I believe is true, and it's what I've seen described
in articles about the subject.
