How do you measure MDS with a meter that keeps moving all over the place
while you're trying to discern a signal 3dB above the noise floor? I know
this sounds rather basic but it holds me back from having any confidence
with further measurements.

Use a true-rms meter with a slowish response on the audio output, such as
an HP3400A or Boonton 93A.
