In an effort to cut down on noise levels I have fitted a variable
speed fan to the switched mode power supply that I use to power some
of my shack equipment. The old fan ran at full speed and kept the
heatsinks at 22 degrees C, the new fan can run very slow but at
minimum speed the heatsink temperature climbs to 68 C.

Can someone give me a rough guide of what a reasonable temperature
would be for the heatsink in a switched mode power supply?

Temperature of 68 centigrades is certainly not healthy to low ESR
electrolythic capacitors. You will shorten life of your power supply.
