When I need little bitty wire, I usually use wire wrap wire. It's easy to strip with the stripper stored in the wrapping tool. I think it's #32 but some may be #30.

When I search for "wire wrap wire" in eBay, I get lots of jewelry, but if I modify the search a bit I can find the wire I'm after.

IF you look on Ebay, there are plenty of adapter pcb's for smd devices.

I just bought 200 SOIC/SOP8 to DIP8 pcb's that work out to 8c each including shipping. Much cheaper than any of the commercial places.
