This means that the maximum input is .316v or 1.3mW in 75ohm system. This seems to be reasonable limit. If I'm not mistaken, that makes the output power about about 2W maximum.

Can I assume that this is .316 volts RMS and not peak to peak? I need to ask this because I will be measuring the input level with a scope.

As several has pointed out...
50dBmV is really 50dB over 1 mV!
It does not state if it is RMS nor P-P value! Usually, as dB is related
to power, not voltage, it makes sense (to me) the voltage should be
given in
RMS. But it should really be noted in the specs sheet.
