1. Cesium gas cloud has electrons in really far out orbits. 
2. Radio waves toss them into higher or lower orbits. (Easier around those orbits) 
3. Gas opacity changes. 
4. Laser measures opacity at the tuned frequency.
Before you rush to prying lid off your cesium standard clock and bringing down the monstIR steppr, it has poor IMD. Sorry, but that's life.
